These are the most frequently asked questions families have when exploring in-home care for the first time. The Indiana HCBS process involves three steps: first, verifying Medicaid eligibility (if required), then collaborating with your local Area Agency on Aging (AAA), and finally selecting the appropriate program and provider.

What’s the first step to apply for services?

The first step is to confirm Medicaid eligibility. Medicaid funds many Home and Community-Based Services (HCBS) programs. If your loved one is not already enrolled, apply here: https://www.in.gov/medicaid/members/apply-for-medicaid/

Once Medicaid is confirmed, contact your local Area Agency on Aging (AAA) to begin the assessment process.

Who pays for in-home care?

Services may be covered through Indiana Medicaid Waiver Programs, PathWays Health & Wellness (for individuals 60 and older), state-funded programs such as CHOICE, or paid privately. ABC does not determine eligibility or funding; these decisions are made by the State, AAA, or MCE (Anthem, UnitedHealthcare, or Humana for PathWays).

How do I apply for services?

Begin by verifying Medicaid eligibility (if applicable). After that, contact your local AAA to schedule an assessment. They will help determine which program is right for you — such as the A&D Waiver, TBI Waiver, PathWays (60+), CHOICE, or Title III-B.

Do you accept private insurance or VA benefits?
No, we do not accept private insurance, VA benefits, or workers’ compensation. We accept Medicaid Waivers, PathWays, state-funded programs (CHOICE, Title III-B, SSBG), and private pay.
Does ABC decide how many hours of care we receive?

No. Hours and services are determined by the State, AAA, or MCE (Anthem, United, Humana for PathWays). ABC provides care only based on what is approved.

What kinds of tasks can caregivers help with?

Caregivers can assist with bathing, grooming, toileting, mobility, transfers, using gait belts, meal preparation, light housekeeping, errands (such as grocery shopping, medication pickup, and doctor’s appointments), and companionship. All services are tailored to the specific needs of the member.

How do I choose the right provider?

Choosing a provider is a matter of personal preference. Look for an agency that is licensed in Indiana, insured, bonded, provides workers’ compensation coverage, and employs trained, background-checked caregivers. ABC Home Care hires compassionate, reliable, and skilled staff you can trust.

What if I only need short-term help?

Respite care is available for families who need short-term support. It allows caregivers to rest, attend appointments, or handle personal responsibilities while we care for their loved one.
